MGB R02 spearheads gender sensitivity training

Gender equality denotes the equivalence in life outcomes for both men and women, the Bureau through its GAD advocacy is determined to recognize their different needs and interest that resulted to the redistribution of resources for the equitable participation of men and women in the office’ tasks and responsibilities.

As the highlight of this year’s MGB R0II Gender and Development (GAD) program, the bureau spearheaded a Gender and Development sensitivity training which aimed to provide basic knowledge and awareness of roles and relations of men and women in the contribution to and to benefit equally from development.

With the theme:” Gender and Development: Challenges on Gender roles and relations,” the GAD training was conducted last December 19-20, 2016 at MGB Conference hall where all employees of the bureau attended the said event.

“This is a good venue for us to understand the differences of roles of men and women for us to better recognize and appreciate the opposite sex,” Felicitas V. Piligan, GAD focal person said

MGB R0II spearheads learning event on SPMS

The DENR SPMS gives emphasis on the strategic alignment of the Department’s thrust with the day-to-day operations of its units and line agencies. The learning event was conducted by Performance Management Team of MGB R0II headed by Engr. Rommel L. Amogan. 

Dubbed as “ Learning Event on DENR Strategic Performance Management System”,The Mines and Geosciences Bureau Regional Office No. II spearheaded a three-day lecture to MGB employees on July 12-14, 2016 at MGB Conference Hall.

The DENR SPMS gives emphasis on the strategic alignment of the Department’s thrust with the day-to-day operations of its units and line agencies. The learning event was conducted by Performance Management Team of MGB R0II headed by Engr. Rommel L. Amogan.

 “This event is important to us since this will enlighten us on SPMS that will be our basis in assessing our performance as a bureau and as employee of the government,” RD Mario Ancheta said during the lecture.

Rating of Office Performance Commitment and Review (OPCR), Division Performance Commitment and Review (DPCR) and Individual Performance Commitment and Review (IPCR) shall be in terms of Quantity (Q1), Quality (Q2), and Timeliness (T1).

“The OPCR, DPCR and ICPR shall be based on the commitments and accomplishments of the employees, divisions and the agency”, said Erlinda F. Catabay, OIC Chief, Finance and Administrative Division.


Fixed targets such as Annual Procurement Plan (APP), Work and Financial Plans, liquidation of cash advances, documents acted upon, and citizen charter are rated in terms of quality and timeliness.

Rating shall be rounded off to 3 decimal places and shall use a whole number rating from 1 being the lowest and 5 being the highest.

RD Ancheta in his closing message said, “ let this be  a venue for us to clarify all blurry discussions on SPMS that haunt us every semester.”

“The  SPMS was initially implemented on the fourth quarter of 2014 and was fully operationalized in 2015,” said Ms. Catabay. #LRB

MGB R02 Records Officer participate in Records Mng’t Seminar

In its continued effort to capacitate the human resource, the Department of Environment and Natural Resources (DENR) initiated a Learning Event on Basic Records Management and National Inventory of Records held on August 25-26, 2015 at Ciudad Christhia, San Mateo, Rizal.

The Learning event paved way to all the Records Officers of DENR and its Bureaus to update their knowledge in records management which is the principal job of Record Officers.

Marie Rose R. Tangan, Mines and Geosciences Bureau Region II (MGB RII) Records Officer attended the learning event, “ it was a good venue for us to  improve our records system in the agency thru the things we learned in the seminar,” Tangan said.

Director Rolando R. Castro, Director of Administrative Services of DENR mentioned in his opening remarks that Records Officers are vital in every agency of government, its job is not only to release and receive a file, it goes beyond than that.

“The development of records management continues through technological advancements, and we need to cope with this fast pace development,” Castro emphasized.

“We need to prove how important a records officer is, we need to let the people realize that we have protocols and standards to follow,” he added.

Moreover, Maita Espina Abunales of National Archives of the Philippines (NAP) discussed RA 9470, otherwise known as “National Archives of the Philippines of 2007” while Wendy O. Hernandez lectured about the National Inventory of Records

On the second day of the event, Terrence Michael Tablizo also from NAP gave his insights on the legal basis of the inventory of records. Jennie C. Litigio also served as a resource speaker who shed light about files administration.

Jane Liquigen, Chief Management of NAP in her motivational message said that, “Records and Management are two things that should go together.”

“As long as we are doing public service, as long as we are in the government service, we cannot evade records, it is the bloodstream, of the agency” she exhorted to the records officers present.

Mines Bureau joins 117th Independence Day celeb

Tuguegarao City, Cagayan- With the Theme: “ Kalayaan 2015: Tagumpay sa Pagbabagong Nasimulan, Abot- Kamay na ng Bayan,” the Mines and Geosciences Bureau Region 02 together with hundreds of government employees, students and other stakeholders have joined in the celebration of the 117th Philippine Independence day spearheaded by the Philippine Information Agency (PIA) at Rizal’s Park, Bagumbayan here.

Engr. Mario A. Ancheta, Regional Director, said it is impossible not to remember Rizal and our other heroes who have awakened Filipino consciousness that eventually lead to the declaration of our independence.

The Regional Director said we are all aware that we spilled our blood in the name of our freedom. “Let us not waste our spilled blood, let us continue to act with strength and courage, to act with one voice and one mind, to act as one nation to protect our Perlas ng Silanganan,” Ancheta said. 

 

“This is the right time to act. Together with all these, we can do it towards a lasting progress we Filipinos rightfully deserve,” Ancheta added.

 

On the other hand, Atty. Asis Perez, Bureau of Fisheries and Aquatic Resources (BFAR) undersecretary who served as the guest of honor said that our country is still struggling to prevent foreign poachers in our territorial waters.

 

The undersecretary urged the public for unity to fight for our freedom from poverty and ignorance. 

 

Traditional parade of flags along the city proper, zumba dance, choral speech, 21-gun salute lead by the Philippine Army, flag raising, and wreath laying at the foot of Dr. Jose Rizal’s monument were among the activities conducted during the celebration.

MGB bolsters hiring, promotion process

Tuguegarao City, Cagayan- The Mines and Geosciences Bureau (MGB) Central Office together with MGB R02 spearheaded pre-qualifying examinations for its applicants and employees to bolster the hiring and promotion process of the Agency on March 6-7, 2015 at MGB Conference Room. 

This aims to transform the hiring process of the agency and The selection of employees based on merit and fitness to the job applied for.

The tests consisted of General Aptitude Test (GAT), Job Knowledge Test (JKT), Ethics-Oriented Personality Test (EOPT), and Managerial Competence Test (MCT).

The new entrants to the government service took GAT, JKT, and EOPT while those permanent employees who qualified for promotion only took the JKT and EOPT.  For supervisory positions, qualified employees took EOPT and Managerial Competence Test (MCT). Instead of JKT, Skills test has been customized for positions with salary grade 1-10.

After the examination, the applicants will be deliberated by the Personnel Selection Board. The Regional Director (RD), Finance and Administrative Division (FAD) Chief, Representative/ Alternate, Gender and Development (GAD) Focal-Point System,  and Representative/Alternate, Employees Union comprises the Board.

Applicants who pass the deliberation will move on to the next screening, then of panel interview. After the conduct of interview, submission of a comprehensive evaluation report of candidates screened for consideration of the appointing authority will follow.

The appointing authority shall assess the merits from among the top five ranking applicants qualified for appointment to the position.

Fifty examinees including the new entrants’ applicants and MGB employees took the examination.
