MGB clarifies issues on operation of JDVC resources in coastal towns of Cagayan
With the concern of the alleged rampant offshore mining in the province and Cagayanos demanding answers from Mines and Geosciences Bureau Regional Office No. II, Engr. Mario A. Ancheta, MGB OIC Regional Director clarified some issues in the operation of JDVC resources in the coastal towns of Cagayan in the press conference conducted in MGB Conference Hall.
RD Ancheta said that JDVC Resources Corporation is a large-scale offshore mining company that will mine magnetite ore in the coastal towns of Cagayan with an area of 1,902.59- hectare or 19, 025, 939 square meter area.
He further explained that then Bogo Mining Resources was given a Mineral Production Sharing Agreement (MPSA) with the Philippine government for a 14, 240 hectares to operate within the coastal towns of Gonzaga, Ballesteros, Sanchez Mira, Buguey, and Aparri with a mine life of 25 years and may be renewed for another term not exceeding 25 years.
On Nov. 25, 2011, a Deed of Assignment was executed by and between Bo Go and JDVC Resources where Bo Go assigns, transfers, and conveys all its rights and interests under the MPSA contract to JDVC Resources Corporation.
On the issue of Environmental Compliance Certificate (ECC), RD Ancheta clarified that JDVC was issued an ECC for its proposed Cagayan Offshore Magnetite Mining Project on May 20, 2016, covering 4,999.2358-hectare area of its MPSA contract.
He further said that MGB is conducting monitoring activities on the compliances of the company and that the company is guided by the conditions provided by the ECC that is to implement the measures presented in the Environmental Impact Statement ( EIS) to protect and to mitigate the project’s adverse impacts in the community, health, welfare, and the environment.
On the other hand, on June 27, 2016, the Declaration of Mining Project Feasibility ( DMPF) was approved.
The DMPF is a document proclaiming the presence of minerals in the area which are recoverable by socially, acceptable, environmentally safe, and economically sound methods specified in the Project Feasibility Study of the company.
Mines Bureau assesses possible hazard on plane landing in Batanes province
The technical team of the Mines and Geosciences Bureau Regional Office No. II led by its Regional Director, Engr. Mario A. Ancheta conducted assessment of elevated areas which are hazard to plane landing in Basco Airport in the municipality of Basco, Batanes province.
The elevated areas are located in Sitio Coral and Sitio Disung both in barangay Kaychanarian, Basco, Batanes.
During the field assessment, observations were conducted in the elevated areas and the actual airport runway. Engr. Geoffrey V. Prado, Supervising Senior Research Specialist and Czarina Reola, MGB embedded contractual geologist in Batanes used a hand held GPS to acquire actual elevation and computed the elevation difference between elevated areas and the airport runway.
Sitio Coral can be accessed through a way at the side of DA-BES in brgy. Kaychanarian, Basco. The area is mainly used as a communal pastureland and agricultural land. Its peak has an approximately 75 meters’ elevation above sea level. While the second site is located at Sitio Disung, Brgy. Kaychanarian, Basco and it is nearer to the airport runway with 60 meters above sea level with one of its plateau-side to be 46 meters above sea level. The site is primarily used as agricultural land by the locals.
On the other hand, the approaching end of the airport runway is measured to have an elevation of 42 meters above sea level in contrast to the 75 and 60 meters’ elevation of the two sites, respectively. The technical team recommended for a cut-off in elevated areas to avoid sudden landing of planes once they passed the elevated areas adjacent to the airport runway.
RD Ancheta said that more or less 20-meter elevation reduction is needed for the areas. Based on the field analysis, Sitio Coral needs a 33 meters cutoff while Sitio Disung only needed a leveling of the site to the elevation of its plateau-like sides.
“The province can use the cut-off sides for their backfill materials to address the needs of the infrastructure projects in Batanes,” RD Ancheta said during the meeting with Batanes Governor Marilou Cayco.
“The cut-off of elevated areas will prevent the sudden landing of aircrafts in the airport runway. This also means for a safer aircraft landing,” he added.

To help the province of Batanes in their construction activities particularly in their infrastructure development, the Mines and Geosciences Bureau ROII recently conducted identification and assessment of possible quarry/sand and gravel areas in municipalities of Basco and Sabtang, in the province.
The technical team which is headed by Engr. Mario A. Ancheta, OIC Regional Director, Engr. Raymond D. Carreon, Officer in Charge of Mine Management Division, Engr. Geoffrey V. Prado, Supervising Senior Science Research Specialist, Maribeth G. Tumaliuan, Mining Claims Examiner III, Lyndee Rose Basilio, Information Officer, and Czarina Reola, MGB embedded geologist in Batanes conducted said identification and assessment in the province.
Four areas in Basco while five sites in Sabtang were identified and assessed.
“The rock outcrop was identified as pyroclastic deposit with distinctive matrix and clast components,” said Reola.
She added that the matrix and its pebble-to coble size clasts can be used as sand and gravel aggregates.
For brgy. San Antonio which is locally known as Chadpidan Boulder Beach is composed of loose pyroclastic deposit while there are rocks of-pebble- to boulder size that lies along the coast.
Reola said that the rocks are predominantly basiltic in composition or simply has a darker colored rocks.
“Most of it are reddish in color due to oxidation of minerals of the rock,” she said.
On the other hand, Sitio Jadvi in Brgy. Malakdang in municipality of Sabtang was also identified and assessed.
“Approximately 15-20 meters of rock outcrop was observed. It is identified as a matrix-supported pyroclastic deposit where more matrix is present that of the clast,” Engr. Prado said.
The supervising SRS said that the matrix and its clasts can be used as sand and gravel aggregates.
Brgy. Kaumbakan in Mahatao, Sitio Savang in Brgy. Itbud in Uyugan, Brgy. San Antonio in Basco, Sitio Jadvi in Brgy. Malakdang, Sitio Maydalin in Brgy. Nakanmuan, Sitio Lupay and Sitio Chipichit in Brgy. Sumnanga, and Brgy. Nakanmuan were the sites identified and assessed by the technical team that are possible for quarry/sand and gravel activities.
The identification and assessment of areas was requested by Gov. Marilou Cayco during the Provincial Mining Regulatory Board (PMRB) meeting held in Rembrandt Hotel, Quezon City last Nov. 19, 2017.
The identified areas shall address issues on infrastructure projects such as the construction of national, provincial, municipal, and farm to market roads, improvement of the airport, seaports, and other engineering development in the province of Batanes.

To orient some “bantay quarry checkers “of the provincial government of Cagayan and some barangay officials of Tuguegarao, the Mines and Geosciences Bureau Regional Office No. II recently conducted a lecture on the salient features of Republic Act No. 7942, otherwise known as Philippine Mining Act of 1995 held at MGB Conference hall,MGB Compound, Carig Sur, Tuguegarao City, Cagayan.
“You are here because you are our partners in implementing legal quarry operations that is in accordance with the law and with the environment,” Engr. Raymond D. Carreon said during his opening message.
“ This lecture will help you understand your important role and responsibilities as mining officers,” he added.
Maribeth G. Tumaliuan, Mining Claims Examiner III of MGB oriented the participants on the salient features of RA 7942 and its implementing rules and regulations while Engr. Geoffrey V. Prado lectured on the legal procedures in filing complaints.
After the lecture, Engr. Rommel L. Amogan, chief of Mine Safety, Environment, and Social Development Division (MSESDD) led the oath taking of the participants as deputized mining officers.
As newly deputized mining officers, they can now enforce laws, rules, and regulations on environment and natural resources relative to mining. The mining officers can also apprehend illegal mining activities within their area of jurisdiction.
Engr. Amogan said, “your responsibility as mining officers is not that easy, now that you are already deputized, you have bigger role in helping as curb illegal mining activities.”
Section 7(f) of DAO 2010- 21 authorizes deputations as it clearly provides that, “To deputize, when necessary, any member or unit of the Philippine National Police (PNP) and Barangay, duly registered and Department-accredited Non-Governmental Organization (NGO) or any qualified Person to police all mining activities.”
The deputized mining officers will be the enforcement arm in assisting the Bureau in its implementation of mining and environmental laws in the province.
